A police investigation ongoing since December 2024 by the Civil Police of Roraima (PCRR), through the Specialized Women’s Assistance Department (DEAM), resulted in a raid on the morning of Tuesday, the 17th. The operation aimed to execute five search and seizure warrants at residences of individuals accused of sharing intimate photos and videos of women in a WhatsApp group. The action was carried out in the neighborhoods of Asa Branca, Centro, and Paraviana, in Boa Vista.
According to investigations led by the case’s responsible delegate, Kamilla Basto, the crime came to the DEAM’s attention through one victim whose photo was shared without consent.
“Upon learning that her photo was exposed in a WhatsApp group, this victim spoke with colleagues who maintained contact with the group’s members, who confirmed the existence of the material. Some of these individuals gave statements, including friends of the involved parties, and reported the existence of the group responsible for disseminating the images,” the delegate stated.
Investigations indicated that the individuals, members of the WhatsApp group, maintained relationships with women, took photographs—either consensually or not—and shared them within the group.
The delegate noted that five men have been identified as probable members of this group, and there may be more involved. So far, one victim has been interviewed and mentioned another young woman. However, evidence suggests that the number of female victims could be higher.
Kamilla Basto clarified that the investigation identified the group was operated by P. G. B. S., 22 years old; G. P. S. P., 22 years old; E. M. O. S., 24 years old; F. G. M., 23 years old; and M. T. F., 23 years old.
To confirm ongoing crimes, identify additional victims and suspects, the delegate requested search warrants for the suspects’ phones and electronic devices, which were approved by the court and executed this morning.
“The warrants were carried out at the suspects’ residences—three in Paraviana, one in Asa Branca, and one in Centro,” the delegate said.
Kamilla Basto stated that the collected images will be sent for forensic analysis, and the investigation will continue with witness testimonies and suspect interrogations. Once the inquiry is concluded, the case will be forwarded to the Public Prosecutor’s Office for potential charges.
Additionally, the police seized cell phones and digital storage devices during the operation. They also found restricted-use ammunition. Suspect M. T. F., who was part of the WhatsApp group, was arrested in flagrante delicto and taken to the Central Police Station (PCI) at the 5th Police District (DP). An arrest warrant was issued for him under Article 16 of Law 10.826/2003, related to possessing, carrying, or storing firearms, accessories, or ammunition of restricted use. He will be presented at a Custody Hearing.
The investigation now proceeds to a forensic phase, with devices being analyzed by the ICPDA (Institute of Criminalistics Perito Dimas Almeida).
The delegate emphasized that the conduct in question constitutes a crime under the Penal Code. Producing intimate images without the person’s consent is a crime, and sharing such images—regardless of whether the victim authorized the photo or video—without permission also constitutes a criminal offense under Article 218-C of the Penal Code. This investigation specifically addresses this violation.
Kamilla Basto warned about the risks of recording and sharing intimate images and videos, explaining that the Penal Code criminalizes both unauthorized recording and sharing of such content. Even if the victim consents to the creation of the material, sharing it without authorization is illegal.
“Allowing this type of material to circulate means losing control over its distribution, which can facilitate access by malicious individuals. Everyone should be cautious with sharing nude images and granting permission for such recordings,” she advised.
